Custom Reports: Allow changing User and Group ownership

Enhancement request: Add a "Set Ownership" operation to custom reports

Reports can be assigned to a User (user_id) and EVM Group (miq_group_id). The user and owner a report is assigned to affect the report's visibility to users through rbac (see #22576 for an example).

Reports that come out-of-box have no assigned User or EVM Group:
