Non-Rails workers for all provider event catchers

Now that we've completed the non-Rails event catcher for VMware in ManageIQ/manageiq-providers-vmware#522 and #21992, we can start broadening the work out to all providers.

@agrare @nasark - Not sure if we want to focus on just event catchers in this issue or expand out to metrics/inventory/operations workers as well. If there is more foundational work for those non-event-catchers, then it's probably better to split those out.
