Drop Nuage provider

The Nuage product is deprecated [ref, ref]. As such, we can drop this provider. Coincidentally, it brings a number of dependencies, especially on the ansible venv side, that prevent the upgrade to EL10, so removing it will also unlock that effort.

I think ui-classic is going to be the only repo that is non-trivial to remove this.
