REMOVE_BAD_FILES immediately deletes/ blacklists stalled torrents

Because REMOVE_BAD_FILES checks for availability, if a torrent goes from dowloading meta data straight to stalled, the availability of all files is 0% so it removes them and then removes the torrent as a whole as no files are left and blacklists the torrent.

I have been forced to turn REMOVE_BAD_FILES to false because of this but ideally request that availability checks be decoupled from REMOVE_BAD_FILES as the file type and sample checks are extremely helpful and i would like to have them on, but torrents immediately getting blacklisted and removed just because they stalled for a few minutes is annoying....

One quick work around for this I can think of is add "KEEP_AVAIL" AND "KEEP_SAMPLE" just like you have "KEEP_ARCHIVE" this would allow everyone to pick and choose what parts they want as you really have 3 features under the one config command.
