Upgrade runtime to NodeJS 20

Uprade GH pipeline from MansaGroup/nrwl-nx-action@v3.X.X to MansaGroup/nrwl-nx-action@v4.0.0

What is the motivation/use case for changing the behavior?

Github is deprecating NodeJS16, thus the runtime of the action must be upgrade to NodeJS 20
