Window border colors don't update if changed while DWMBG is active. #599

Describe the bug

A clear and concise description of what the bug is:

While DWMBG is installed, the active window's border color will stay at the same color your system's accent color was left in before DWMBG was installed, regardless of how much you change or to which accent colors you change to. Expected behavior is for the active window's border color is to follow whichever accent color is currently selected.

To Reproduce

Steps to reproduce the behavior:

  1. With DWMBG uninstalled, select any accent color, let's say you change to X. All window borders will be colored as X.
  2. Install DWMBG and change the accent color to Y. Window borders will still be colored as X.
  3. Keep DWMBG installed and try to change to any other accent color. All window borders will be kept colored as X.
  4. Uninstall DWMBG and do not change the accent color. Window borders will still be colored as X.
  5. Keep DWMBG uninstalled and change the accent color to Z. Now, window borders will be colored as Z.

Software Version : 2.3.1

What other third-party software do you use:

TranslucentTB - Windows Store
Wallpaper Engine - Steam
I was able to reproduce the bug with both these software on and off.

Additional context
In step 4, behavior only applies to existing windows - new windows get the new accent color correctly applied.
