map-extent checked toggle corrupts map-extent render ordering

Steps to reproduce:

In GeoServer, set up US States layer to "Use Features".
Set up WMS to return multiple elements for multi-layer requests

Load this layer
(localhost on geoserver)

Open the layer settings menu

Toggle the North American Imagery sub-layer off then on

What happens:

The image layer draws over top of the vector layer

What should happen:

The image layer should draw underneath the vector layer
