ElementState 'stable' does not give expected results

We have a scenario where 'Wait for Element State' keyword with 'visible' as an argument returns 'False' whereas the same keyword with 'stable' as an argument returns 'True' for same element. As per browser library documentation, stable checks for both visibility and stability. So, We have been under expectation that both these checks return same status for same element when used with 'Run Keyword and Return Status'. Could someone provide insights on this?
