Adding New Line between Resource and commneted resource in Settings

is that correct behaviour to add a new line between resource and commented resource? Screens added :)

Regarding why the comment moved - it looks like an unlucky outcome of grouping settings. Imports, setups & teardowns, tags etc are grouped into different groups and ordered. During this whenever we find comment we move it together with the statement (because usually comment is commenting the code in the next line). In your case where you had commented our resource, it was moved together with teardown.. .

But answering the question from the issue - yes, it's correct behaviour. It is done by https://robocop.dev/stable/formatter/formatters/OrderSettingsSection/ formatter. It helps with the readiblity of bigger settings section (with several imports, settings etc mixed up). But it's configurable, you can either disable whole formatter or configure it to not put extra line with new_lines_between_groups parameter.
