CRITICAL: Disable duplicate test.yml workflow that was running tests

- Renamed test.yml to test.yml.disabled to stop it from running
- This was the ACTUAL cause of test failures in CI
- The ci.yml workflow already handles all necessary checks
- Tests were running from BOTH ci.yml and test.yml causing conflicts
