scrollbar: remove PerfectScrollbar

Now that themeable scrollbars are baseline, we can remove PerfectScrollbar and replace it with a standard-compliant implementation.

First tests with GC 143 shows, that it adds arbitrary padding, so there seems to be something broken in their implementation.
