50.02 Small Command Console available at wrong tech level/year

Brief Description *

The small command console becomes available when set to standard tech level, in 3080, when it should always be advanced tech at best, like the full sized command console cockpit.

It looks to have its availability set based on the small cockpit portion of the technology, which turns common tech in 3080, rather than the more restricted command console half.

Intops:Alt Eras p33 lists the command console as never reaching common technology.

3. Steps to Reproduce

1. Open megamek lab
2. Set year to 3080
3. Set tech level to standard
4. Open the "Cockpit:" dropdown menu

Small Command Console is available, even though the command console is not.
