Meta topic: Process for proposals review and discussion, aka Singer Improvement Proposal

As a meta-issue to help organize and focus our collective efforts: we would like to have an agreed and documented proposal process which we can use to advance certain goals and collect much-needed feedback from the Group and Community.

This is intended to be an RFC-style process, similar to the PEP documents for Python and the Airflow Improvement Proposal format for Airflow.

1. Some kind of Meeting guideline / voting structure seems needed.
2. Dan's what's in the spec vs what isn't in the spec seems very needed as well, what's off limits is basically what's needed I think
