Integrate `vite-plugin-wasm` into Vite Core

Thank you for creating and continuing to maintain vite-plugin-wasm.

Now that the spec has reached Stage 3 (the implementation phase), we'd like to implement it as a built-in feature in Vite.
Since the implementation of this plugin is solid, we'd love to adopt it into the Vite core.
Would it be okay to do so?

If you're interested, it would be amazing if you could open a pull request to Vite yourself!

If integrated into the core, there should be commentary surrounding its use as top level await contains a pitfall when used with a web worker (a common use case for wasm): delaying the registering of web worker message handler will cause messages to be dropped.

Oftentimes one doesn't need this plugin with Vite's url imports for static assets, which imo, should be preferred where possible.
