Replace `ethereumjs-abi` with `@metamask/abi-utils` in `metamask-crx`

The ethereumjs-abi includes ethereumjs-util in dependencies. All other instances in our dependency graph will be removed with completion of #15906

Remain instance will be to replace this in the extension repo.
