[Bug]: Cannot Download State logs from popup (Chrome only)

Describe the bug

Problem: whenever I try to download the state logs using the MetaMask popup, I can see how the downloaded file is always empty. Hints for the fix:

• this happens in Chrome, but seems to be working fine in Firefox
• if you open the UI console for the popup, then the state logs are downloaded correctly

Expected behavior

We should be able to download the state logs from the popup too

Steps to reproduce

1. Open Chrome
2. Click to open the MM popup
3. Click Advanced Settings
4. Click Download State logs
5. See how the downloaded file is empty
