[Bug]: "Smart Transactions" setting should be in "Security & Privaty" section.

Describe the bug

In Settings > Advanced there is an option for "Smart Transactions". This is a privacy affecting setting as it changes who you send transaction data to. In this case your transaction is sent to relayers rather than your configured RPC node. This will associate your transaction with your IP address, along with any other fingerprinting included in HTTP headers.

This settings should be placed under "Security & Privacy" since it has an impact on privacy, and a privacy conscious user should be able to reliably protect their privacy by only adjusting settings in that section.

Expected behavior

All privacy related settings are in the Security & Privacy section..

Thanks for flagging @MicahZoltu. We're currently implementing a restructure of Settings easier way to identify all MM and 3rd part related features that impact privacy. We'll resolve this ticket as part of this redesign.

Downgrading to Sev-3 since the setting can be searched for with no issue and all of the functionality works.
