Sonarqube URL is hard coded

To Reproduce
Steps to reproduce the behavior:

1. Go to Sonar Scan
2. Click on Sonarqube URL
3. Scroll down to Hard coded URL for CDAO

Expected behavior
URL should be to which ever Sonarqube scanner is set in either the .env file or sonar.props file
