Option to invert mouse Y-axis (esp. for Atari 5200)

Atari 5200 trackball games work really well with the mouse on MiSTer, except the Y-axis is inverted. Missile Command is exceptionally smooth.

An option to invert the second POT to account for trackball / mouse simulation would be fantastic.

I've gotten a build onto my mister with this change, and can confirm it works as expected, mouse movement maps properly to the trackball (missile command is like a new game :-) thanks!)

Atari800 core also has the invert option but doesn't seem to support the Atari 800 Trak-Ball via mouse. I couldn't get Missile Command working with it (ctrl+T for trak-ball mode).
