Archive Paint Timing for performance.mark() Explainer (#1362)

• Internal customers are not interested in this API due to an
alternative solution, so the document status is set to Archived.
• Also renames the `performanceMarkPaintTime`  folder to
 `PerformanceMarkPaintTime`  to match the convention used by all other
explainer directories.
