[Breaking Change] The minimum .NET Framework version requirement for .NET WebView2, including WPF and WinForms controls, has been updated from 4.5 to 4.6.2.  

The updated .NET Framework requirement for .NETWebView2 is in April's prerelease SDK: [1.0.2526-prerelease](https://learn.microsoft.com/en-us/microsoft-edge/webview2/release-notes/?tabs=dotnetcsharp#102526-prerelease).
 
This change will be in the release SDK that will be shipped in May 2024
