Admin > Appreciation tickets > Publish button doesn't work correctly

Currently there is a delay when clicking the Publish button until the change counter is reset, and you can apply the same changes multiple times without noticing until the button counter resets

Steps to reproduce:

1. Login as admin to staging midburn 2019
2. Go to https://communities.staging.midburn.org/en/camps/allocations
3. Increase by 1 the tickets for camp "04"
4. The "Publish" Button change counter changes to 1 as well
5. Click "Publish"
6. See that the counter remains the same, but the last updated and counter of the "Bucket" column for "04" camp has increased
7. You can click the "Publish" button as many times as you like and the change will be applied until at some point the "Publish" button returns to 0

Expected:
When clicking the Publish button:

1. The relevant changes are applied
2. The last updated time is updated
3. The Publish change counter is reset immediately
4. Nice to have - confirmation of success
