Implement the following chart under PresaleAdmin -

Use BarChartCard component.

1. Pass tooltip JSX/String to be rendered as tooltip content (see MDBTooltip)
2. Use available data -
   2.1 Ticket count (for former event)
   2.2 Sum of all allocation given to all groups (use adminallocationrounds for data for now) (with publication date)
   2.3 Sum of all allocations used by groups
   2.4 Ticket count (this event)
