add decompression and case checking features for PDS4 products

Now that we vendor pds4_tools consider adding decompression and filename case checking that we have for PDS3 products to the PDS4 workflow. While mostly irrelevant there are products like the Diviner RDR tables that break this convention intentionally/with permission from the archive. This would allow pdr to open these--and files like them--without issue.

Note: if this is implemented, the note in supported datasets about Diviner RDR tables needs to be removed

We've assessed auto-decompression for PDS4 products as WONTFIX. Case checking is still on the table.
