Use generic cloud storage API

While this is obviously intended for use with AWS, we will probably want to support other providers in the future they implement serverless frameworks. Using a library like [OFS](https://pythonhosted.org/ofs/) will allow this to support local file systems, as well as provide a mechanism for supporting other providers going forward.
