Setup/Develop not working

Trying to get a working moderniz.com site set up locally but fails:

Following the steps in README after a fresh checkout:

npm install
bower install
npm run develop

a) Win10 / Node 8 / NPM 6:

site builds but calling the download page results in a
_.map is not a function
error in the console
