Make command suggestion rule case insensitive in it's comparison

For commands, the command suggestion rule currently is case sensitive. However, commands are generally case insensitive so the command suggestion rule should accept any case variation of a known command string.

The following issue describes one such issue #17 that is more explicitly fixed by #18 .
