Detect when new tasks are added in a pool view

In the past we auto-refreshed the task pool view, which was annoying. Now it's easy to lose track of which tab you just refreshed. 

We should detect when new tasks have been created which are not in the current view, and show a "Refresh" button similar to how Github shows stale PRs.
