Crashes and Signatures views should allow temporary tool filter edits

Currently we have a tool filter in user settings, which can optionally be ignored (for non-restricted users only). It is frequently desirable to add/remove additional tools without completely ignoring toolfilter, and without editing user settings (which is permanent).

We should:

• Add an editable tool filter list per view which defaults to the users tool filter
• Allow editing tool filter temporarily, including select all and reset to default filters
• UX could be similar to spreadsheet autofilter
