Merge whiteboard requests when publishing #60
Description
Due to the time delay between fetching the bug and updating it, it's possible to overwrite changes to the whiteboard. Immediately prior to updating the bug, we should retrieve certain fields and merge any changes we plan to make (i.e. whiteboard).
