Allow defining fixed resources in fuzzing-tc-config

We currently split resource definitions between "fixed" definitions such as bugmon hooks, decision workers, grizzly reducer workers, etc. defined in community-tc-config, and the "dynamic" fuzzing pool configuration defined in fuzzing-tc-config.

We should support both in fuzzing-tc-config, so we don't need to rely on community-tc-config at all to make changes.

We should already have scopes for this.
