[Bug]: Unable to use Angel upgrade

• I can reproduce this issue consistently in single-player
• I can reproduce this issue consistently in multi-player
• I have searched for this issue previously and it was either (1) not previously reported, or (2) previously fixed and I am having the same problem.

Issue Description

Added the Angel Upgrade to a Netherite Construction Stick, but when pressing the key assigned to Toggle Upgrade, it does not allow changing away from the Construction option. Looking at the extra info on the Construction Stick, it shows the Angel upgrade is in place. The Construction option is also greyed out in the Stick Options menu, and cannot be changed there either.

Using this as part of the ATM10 modpack, which is why the mod is one version behind. Looking at the changelog, there is no mention of anything that would affect this.

Additional Information

I have tried this both with my shield in my offhand and without; it makes no difference. Have also tried it while holding placeable blocks in my offhand, still no difference.
