Add ordering features to TransitiveMasterLocator

We would like to be able to order the returned modkeys from TransitiveMasterLocator. Normally we'd rely on plugins.txt or some other authority on the ordering, but in cases where those don't exist, like some usages of #612 , we need a way to order the modkeys just on the contents of the mods themselves
