chore(deps): update deps and WS API

- Update websocket stack and adapt server to new tungstenite API
- Bump async/runtime and networking crates:
  tokio, tokio-tungstenite, tungstenite
- Upgrade serialization, HTTP, CLI, and tokenization crates:
  serde, reqwest, clap, tiktoken-rs
- Upgrade html/xml parsers and PHF family:
  html5ever, markup5ever, xml5ever, phf, phf_codegen,
  phf_generator, phf_shared
- Update misc libraries and dev deps:
  viuer, string_cache, string_cache_codegen, tempfile
- Consolidate platform and error crate versions:
  rustix, linux-raw-sys, windows-sys, thiserror
