Describe the bug
I paired my out-of-the-box mark ii to mycroft.ai, configured the home assistant skill. The skill worked fine. Then I flashed my Mark II with the dinkum sandbox image. After pairing the home assistant skill was not working. The intents "Turn off ..." were not being recognized.
I browsed to the HA skill under https://account.mycroft.ai/skills , and saw that it was configured. But it wasn't working.
So I twiddled the ip address to be a wrong value, saved, then edited it again back to the correct value.
This caused the Mark ii dev instance to pull down fresh settings, and then the HA skill worked out of the box.
Expected behavior
If I pair a new Mycroft, the already configured skills should be configured after pairing. I should not have to twiddle settings to force a skill config update.
