[Bug]: fillOpacity not honored for LeadMap Annotation layer polygon #591

Describe the bug

When I did made a polygon have 0% transparency in a Draw tool 'Lead Map' Annotation layer, I added it to the Layer tool via "api:published:all" as the layer URL. Polygons showed up as a solid fill instead of transparent.

What did you expect?

I expected the fillOpacity value set in the Draw tool layer to be honored.

Reproducible steps

1. Create a polygon in the Draw tool Lead Maps Annotation layer.
2. Set the polygon fill transparency to 0%.
3. Publish the Lead Map layers.
4. Add the Draw layer to the Layer tool as a Vector layer with URL 'api:published:all'.
5. Polygons in this layer will not honor transparency (i.e. they show up 100% filled).

- Version of this software: 2.11
- Operating System: MacOSx, Chrome Version 129.0.6668.89 (Official Build) (arm64)
