NISAR Sequencing Prototype

Jay Torres from NISAR requested a quick prototype to showcase that Aerie can support NISAR sequencing.

• Develop a parser to process commands from NISAR command dictioanry into the Aerie-supported AMPCS command dictionary format (Leverage the Dictioanry Parser Plugin architecture done by the FPrime prototype Aerie/FPrime Sequencing Integration #1529)
• Modify the seqN grammar to allow for direct pasting of NISAR sequence into Phoenix editor with full editor support (autocomplete, highlighting, parameter checking, etc.)
• Add support to generate for NISAR specific SATF/SASF by modifying Psyche Sequence Adaptation done by @cohansen
