migrate keycloak from prod to dev

@stephenkilbourn @smohiudd I am re-opening this because we transitioned the staging stac-api, ingest-api, and SM2A to the dev keycloak instance. I think it probably makes sense to align the ingest ui as well--especially if we begin to circumvent the veda-data publication path.

One concern I have is that we have set up many external contributors in auth.openveda.cloud who use the ingest ui. Probably some of them will not have signed up for the dev instance at keycloak.delta-backend.xyz so we will need to coordinate getting them into the dev keycloak database.
