pds-doi-cmd release fails on a bundle possibly with incorrect element "affiliation" #518

🐛 Describe the bug

(base) [pds4@cds-prod1 ~]$ source pds-doi-service/bin/activate
(pds-doi-service) (base) [pds4@cds-prod1 ~]$ pds-doi-cmd release -s rchen@jpl.nasa.gov --no-review --force -N ppi -i input/PPI/p11-cpi-20260422
fails. That directory has 1 bundle.xml and 3 collection.xmls, each with its own Citation_Information/doi. All have been previously reserved

🕵️ Expected behavior

Success. No error messages. The 4 DOIs' status set to Findable
