We to write down our current policy for approving namespaces from external agencies (e.g. EPN namespace) and iterate with DMSP group.

⚖️ Acceptance Criteria

Given an idea for a new namespace
When I perform a check of documentation to see who can create namespaces
Then I expect a clear policy on who can define new namespaces and how EN goes about approving and registering that namespace
