🐛 Describe the bug

When using the template-repo-python, I noticed that the included CODEOWNERS file listed @tloubrieu-jpl @nutjob4life @alexdunnjpl @collinss-jpl as the default owners.

I think this should default to @NASA-PDS/pds-software-committers instead, since that's recommended by our instructions.

🕵️ Expected behavior

Well I certainly didn't expect to see those four morons fine people in the file 😂
