Implement system to transfer data from Chromag computer to HAO Unix systems

This system should simulate transfers from MLSO to Boulder and be reusable in that situation as well.

So I see two major goals of this system.

1. Provide an easy way for the MLSO pipeline team to get at ChroMag data during development and deployment at the MESA spar
2. Test/simulate schemes for data transfers in Hawaii.

The first goal can be met with more or less any technology that can transfer files.

But for the second, we should think about if this test is more related to evaluating options for KCor/UCoMP data transfers directly from the instrument computers to the Boulder servers if we don't have the power to operate kodiak.

Or if this is a test of potential technologies to transfer ChroMag data back to Boulder under a higher power mode in Hawaii.

In the first case, we should look at options for SAMBA, rsync, or scp. For the ladder, we could consider setting up something like a Globus.

@mgalloy Do you have a feel for which option makes the most sense? A per-file transfer protocol or going full Globus?

Which computer should we start putting ChroMag on?

I think we should be checking out technologies that will work in Hawaii. But, now that we don't have firewall issues from MLSO, we can just copy directly in all cases, correct? We just need the iNotify (was that the name?) software that watches a folder and does the copy. We could script Globus and we could make a drop-in replacement for cp. Although, the instrument computers are Windows? So not sure how scripting works there.

FYI we have a Globus endpoint on the ChroMag computer.
