Write script to compare the newly generated prefix counts with the most recent ones from `releases/`

We currently store previously generated prefix counts in `releases/` so we can compare them with the latest release using https://github.com/TranslatorSRI/babel-validation. But! If we move that comparison script into this repository, we could automatically compare the newly generated prefix counts with the most recent release.
