Port Sampling section

Manuscript needs a section on port sampling. This part is pretty important because it motivates the research, so I'd say we can spend anywhere from 1 paragraph to 1 1/2 pages.

• Why do we have biosamplers, What do they measure, what do we use the information for

• Why did we miss a category?

• What did the stock assessment do with the Unclassified when we didn't have lenghts?

• How do biosamplers currently get allocated out to ports (and how did they in the recent past)?

• How costly is it (don't need a number)..but we can we say something about how it's difficult to sometimes sample obscure categories?.

@emilyliljestrand -- i still think we need 1-3 sentences on how the biosamplers actually sample. Like they physically drive to a port, do some stuff, and then go home (or back to some base). then the do it again another day. We just need something in the paper that points out that it's difficult and costly to go get samples.
