API38: Global parameter file switches migrating to the host land model namelist

Please note that starting with sci.181.1_api.38.0.0, the following namelist switches will no longer be set via the FATES parameter file. These will be set via the host land model namelists and have had slight name changes :

fates_daylength_factor_switch -> use_fates_daylength_factor
fates_leaf_photo_tempsens_model -> fates_photosynth_acclimation
fates_leaf_stomatal_model -> fates_stomatal_model
fates_leaf_stomatal_assim_model -> fates_stomatal_assimilation
fates_maintresp_leaf_model -> fates_leafresp_model
fates_mort_cstarvation_model -> fates_cstarvation_model
fates_regeneration_model -> fates_regeneration_model
fates_hydro_solver -> fates_hydro_solver
fates_rad_model -> fates_radiation_model

The host land model pull requests associated with these changes are ESCOMP/CTSM#2904 and E3SM-Project/E3SM#6918. The valid options can be found in the bld/namelist_files/namelist_default.xml file. The default options are as follows:

fates_photosynth_acclimation = 'nonacclimating'
fates_stomatal_model = 'ballberry1987'
fates_stomatal_assimilation = 'net'

We have also introduced a new namelist switch for a forthcoming feature update that will address #1337: fates_electron_transport_model which has FvCB1980 as the default option.
