Migrate docs hosting from Read the Docs to GitHub Pages

Docs currently build via readthedocs.yaml on Read the Docs. Move to a GitHub Actions workflow that builds the Sphinx docs and deploys to GitHub Pages, dropping the RTD account/configuration dependency.
