[refs-nco] REFS ensemble processing code needs ecflow support #34
Description
- This "HREF" repository is being used for the REFS ensemble processing system as well, with the "develop" branch holding the latest version.
- Parallel tests to date have been run using rocoto.
- The overall workflow is pretty similar to the operational HREF, so that ecflow setup should serve as a good starting point.
