Add ice to tp2.17 + restart repro test for implicit scheme

To make sure we maintain MPI reproducibility and restart reproducibility with all desired features, create a new regression test  that tests restarts and MPI reproducibility.   To make sure all features are tested, a phony ice file will be added.  

The will either be in tp2.17 or if it's easier a new tp2.?? folder w/using mostly the same inputs, etc.
