stage input data (fixed files, obs and ics) for cycled DA on gaea c5/c6

What new functionality do you need?

Data directories need to run ci tests, as well as obs and ic data for ocean and atmosphere, staged to world-shared directories on gaea c5 and c6.

What are the requirements for the new functionality?

able to run experiments with cycled DA on gaea c5 and c6, including CI tests.

c48 coupled 3dvar ci test completes successfully

@DavidBurrows-NCO For now, could you please copy this data from Jeff into the shared space you currently manage on C5 and C6?

I will begin setting up the role.glopara shared spaces on C5/C6 and then we can move to those paths and away from yours once established. Thanks!

@jswhit @DavidBurrows-NCO Is this issue complete? EPIC is currently managing staged global support files on C5 and C6 until EMC can get role.glopara established on Gaea and take over staging. There are separate issues and efforts ongoing to address that.
