Retire wave AWIPS product archiving

What task needs to be completed?

Per #4389 (comment), the gfs_awips_20km_1p0deg tarball is no longer needed. This tarball and archiving job can thus be retired and removed from the global-workflow.

Definition of Done

• parm/archive/gfs_awips_20km_1p0deg.yaml.j2 is removed and references to it in gfs_master.yaml.j2 are also removed
• The job is removed from the rocoto scripts
• An C48_S2SW_extended case does not generate an entry for the job in the resulting XML
• The above case runs to completion

@DavidHuber-NOAA - where is the archive file of this? gfs_awips_20km_1p0deg I've loooked multiple times and I don't see it in the parm/archive folder... what am I missing?

Also - if this is in the archive, maybe I mispoke?

@JessicaMeixner-NOAA I see now that I misunderstood your comment in #4389. You were correct that the wave AWIPS products are not being archived and there is no job for it.

The only reason that archive dependency was added was because gfs_arch_tars_gfsa was sometimes failing because one of the waveawips jobs was still running and causing the log file to change size during the htar step, which would cause a failure. Though we do not archive any of these products, we do archive the log file.

I will go ahead and close this issue. Apologies for the confusion.
